The Monitoring and Evaluation Advisor for the Global Initiative for Education will manage an evidence base of scalable, quality education and early childhood development programming and results in Save the Children; lead monitoring of global indicators for Save the Children's Global Initiative for Education; and assess and strengthen the capacity of Save the Children field staff to monitor and evaluate program efforts and results, and to use data and analysis to improve program and advocacy efforts.

Background: Three years ago, Save the Children launched the Rewrite the Future campaign to give children affected by conflict access to quality education. Three years on, we have helped 10 million children receive a better education and have succeeded in enrolling 1 million children into school, which is equivalent to opening two schools every day.
Requirements: The successful candidate is expected to have:
- Minimum of 7-10 years experience and graduate degree in international education or monitoring and evaluation of social programs required.
- Significant experience in international education including responsibilities in education evaluation and monitoring
- Demonstrated leadership in the design and implementation of global M&E strategies, global monitoring systems, and evaluation, in developing countries.
- Knowledge of state of the art and good practice in education monitoring and evaluation, including learning outcomes measurement tools.
- Strong skills in collaborative leadership, group facilitation, conflict resolution, and human resource management;
- Proficiency with information management systems and Microsoft Office: especially Excel, or similar software;
- Extensive experience in adult education methodologies, workshop design, and training facilitation, of multi-lingual/multicultural learners;
- Experience in document design (and relevant software) for a variety of audiences and purposes;
- Experience in public representational, advocacy, or fundraising roles on behalf of an education issue or campaign;
- Strong project management skills;
- Awareness of Save the Children structure, Members' existing M&E systems, Core Process Harmonization, and the International Cluster for Education in Emergencies.
- Availability to travel up to 40% required.

Education Project Manager - Haiti

The Haitian education system was severely damaged by the 12 January earthquake. Assessments are still ongoing, but it is believed that at least half of the nation's 15,000 primary and 1,500 secondary schools have been either destroyed or badly damaged. Port-au-Prince's 3 universities were almost totally destroyed. The Ministry of Education has very limited operational capacity, and many government officials working in the education sector were killed in the event. The building of the Ministère de l'Education Nationale et de la Formation Professionnelle (MENFP) is in ruins. UNESCO has been directly involved in the immediate response to the earthquake, and submitted substantive projects in the original and revised Flash Appeals. UNESCO's current education project in the Haiti CAP totals USD 2.9 million. Its main focus is on three strategic areas:
- Reactivation of emergency schooling and TVET/skills development for youth affected by the earthquake
- Emergency support to national education authorities
- Psychosocial support through teacher training
UNESCO is working closely with the Haitian education authorities and other partners in the Education Cluster to support the immediate re-establishment of education services. Capacity development, psychosocial support and early recovery are among the priorities of the Ministry of Education as well as the Education Cluster.
Since many emergency response operations in the education sector tend to focus on young children and primary schools, UNESCO is putting an emphasis on the needs of secondary, TVET and higher education, in order to complement the activities of other partners. Support to national education authorities and capacity development is also a priority for UNESCO. Not only are these areas stated priorities of MENFP, but addressing them is also crucial to the long-term success of efforts to build back an education system better than the one that existed before the earthquake.
While UNESCO's Education sector has fielded a number of missions to Haiti since the earthquake assessing needs and representing the Organization in the Cluster, the situation in-country and the requests of the national authorities require more long-term personnel. Short-term expert missions from headquarters, institutes, and regional and other field offices will continue to be an important resource. What is needed is the continuity and credibility required to successfully implement UNESCO's planned activities. UNESCO Port-au-Prince Office is therefore seeking an Education Project Manager to manage the implementation of UNESCO's post-earthquake projects under the Haiti CAP 2010.
Under the overall supervision of the Head of Office and the direct supervision of the Senior Education Specialist, the Education Project Manager will manage the effective development, implementation and monitoring of UNESCO's post-earthquake education project in Haiti: "Emergency education support to secondary and higher education and education authorities". Specifically, the incumbent will:
- Assume responsibility of the consolidated education project submitted in the Flash Appeal
- Oversee the development of detailed work plans and budgets for all activities for the project
- Ensure close collaboration and liaison with the larger programme team in Port-au-Prince; UNESCO Headquarters and its Education Sector in particular; and other relevant institutes and field offices engaged in UNESCO's Earthquake Programme in Haiti
- Ensure the effective implementation of activities under the project, including the coordination and effective expenditure of various financial contributions to the project;
- Support the identification, recruitment and supervision of international and national experts, project officers and personnel involved in the design and implementation of activities;
- In close liaison with the Head of Office and the Administrative Officer, negotiate and oversee contracts with and activities of implementing partners;
- Coordinate activities with national authorities and counterparts;
- Manage periodic project assessments and financial reporting, interim and final project reviews and reports, and possible handover(s) to national counterparts;
- Undertake missions to oversee onsite implementation of the projects, and report on the progress as well as any deviations and lapses;
- Provide regular progress reports to the Senior Education Specialist and Head of Office as required;
- Participate in relevant meetings of the Education Cluster, the Groupe Sectorielle d'Education and other UN, and Government of Haiti meetings and activities, as required and/or assigned by the Senior Education Specialist and/or the Director of the Office;
- Pursue educational recovery in alignment with the INEE Minimum Standards for Education in Emergencies, Chronic Crises and Early Reconstruction;
- Assist UNESCO Port-au-Prince's other Education Sector activities as assigned by the Senior Education Specialist and/or the Director of the Office.
Requirements:
- Advanced University degree in education or related field (Master's degree or above)
- At least five years of experience in overseeing and implementing projects in the education sector in PCPD situations
- Excellent command of English and French, both spoken and written
- Sound understanding of the key issues and challenges facing the education sector in PCPD situations;
- Experience in project management, budget control and evaluation;
- Good organizational skills and excellent time management;
- Ability to meet deadlines and willingness to take additional responsibilities;
- Flexibility and ability to work under pressure in a charged, fast-paced environment;
- Good computer and IT skills and experience in the usage of office software packages;
- High level of interpersonal, diplomatic and communication skills necessary to negotiate the delicate interactions in the Haitian post-earthquake environment;
- Ability to prepare reports in English and French;
- Team spirit and ability to work in a multi-cultural team environment and be an effective team player;
- Sound judgment and analytical skills;
- Willingness and ability to undertake missions to the field away from duty station.
Timeline & Start Date: UNESCO requires the incumbent to be prepared to leave immediately for Port-au-Prince. He/she shall be offered a 6-month renewable ALD contract (Appointment of Limited Duration) at the P-3 level. Application Procedure:

The Inter-Agency Network for Education in Emergencies (INEE) is an open global network of more than 3,200 practitioners, students, teachers, staff from UN agencies, non-governmental organizations, donors, governments and universities who work together within a humanitarian and development framework to ensure all persons the right to quality education and a safe learning environment in emergencies and post-crisis recovery. The INEE Minimum Standards for Education in Emergencies, Chronic Crises and Early Reconstruction are the network's foundation tool. They provide concrete guidance based on education rights and good practices to improve access to safe, relevant and quality education.
INEE was defined not as a formal organization with bureaucratic functions, but rather as a flexible and responsive mechanism, which brings organizations and individuals together to facilitate collaboration, share experiences and resources, establish standards for the field, and engage in advocacy regarding the right to education. INEE does not implement projects or co-ordinate agencies, but works to enable members to be more effective. INEE's Steering Group is comprised of CARE, Christian Children's Fund, the International Rescue Committee, the Norwegian Refugee Council, Save the Children Alliance, UNICEF, UNHCR, UNESCO, and the World Bank. The INEE Secretariat consists of a Director, who is based at the IRC (NY), a Coordinator for Minimum Standards, who is based at UNICEF (NY), a Coordinator for Network Services, who is based at UNHCR (Geneva), and a Coordinator for Education and Fragility, who is based at UNESCO (Paris).
Priorities for the INEE Minimum Standards in 2010 include: the update, launch and promotion of the INEE Minimum Standards Handbook; support to utilization and institutionalization of the INEE Minimum Standards through capacity-building, application visits, tool development and experience documentation; support to INEE members conducting training workshops on the INEE Minimum Standards; operationalization of the INEE/Sphere Companionship through formalized training and advocacy linkages; collaboration with the IASC Education Cluster, including mainstreaming the INEE Minimum Standards in the Cluster's training packages; and continued promotion and advocacy on education in emergencies, INEE and the INEE Minimum Standards.
This internship presents a unique learning opportunity to work closely with the INEE Secretariat, liaise directly with INEE members around the world, and be part of projects that contribute to education quality in crisis settings.
The INEE Minimum Standards intern will assist the INEE Coordinator for Minimum Standards with various projects that will further the promotion, utilization and institutionalization of the INEE Minimum Standards, including:
- Resource Management and Development: Develop advocacy briefs, tools and summaries on the INEE Minimum Standards training, implementation, and monitoring and evaluation processes. Assist with the Guidance Notes and Resource Pack on Teaching and Learning. Develop and update content on the INEE Minimum Standards webpages on the INEE website as well as upload new resources. Review and edit documents as needed.
- Events and Workshops: Assist with preparation of the launch of the 2010 edition of the INEE Minimum Standards Handbook, including liaising with vendors and venue coordinators; Assist with preparation of INEE materials, including drafting inputs into tools, editing framing papers, coordinating logistical requests, and liaising with facilitators of consultative workshops for the Minimum Standards Update process; Assist with selecting and preparing materials for various presentations, orientations and training workshops on the INEE Minimum Standards.
- Outreach and Communications: Assist with outreach and coordination efforts with members of the INEE Working Group on Minimum Standards and INEE members in Africa, Asia, the Middle-East, Latin America, Europe and North America. Support communications around the update process of the INEE Minimum Standards. Draft updates on the INEE Minimum Standards for the wider INEE membership, highlighting new tools, initiatives and opportunities for engagement. Analyse feedback and findings and develop materials to share this information. Track the production, translation, dissemination and use of the INEE Minimum Standards and related materials, liaising with INEE members to identify and fill gaps as needed.
- Administrative activities: Provide general support to the INEE Coordinator for Minimum Standards and other members of the INEE Secretariat, as determined.
