Chad Programme Manager (Abeche, Eastern Chad)

Details:
Based in Abéché, Eastern Chad, with frequent trips to the refugee camps and to the capital N'Djamena, this position is open to candidate who will accept a two-year contract in this non-family duty station.
Starting date: 1st September 2010
Salary: commensurate to experience
Responsibilities:
- To implement the RET's strategy and programme in a timely, effective and efficient manner in refugee camps and local communities;
- To monitor programme progress and quality, and ensure adherence to organisational and internationally recognised standards of implementation (particularly the Minimum Standards for Education in Emergencies, Chronic Crises and Early Reconstruction);
- To produce quality donor narrative and financial reports in co-ordination with the Regional Programme Manager, the Geneva-based Programme Coordinator and HQ Senior Management; To ensure the coherence and effective co-ordination of the programme in close co-ordination with UNHCR, UNICEF and other education partners;
- To represent the RET to the host and home country governments, including the Ministry of Education, other ministries involved with refugee issues, the local administration, and to the UN agencies to ensure positive relations and potential future funding;
- To coordinate, harmonise and link the work of the implementing partners when applicable;
- To ensure the monitoring and evaluation of the programme including the identification of needs and gaps, in co-ordination with the Nairobi-based Regional Programme Manager and Geneva-based Programme Coordinator;
- To write project proposals (narrative and financial) to address the identified needs;
- To be responsible for recruitment, performance management and staff development. This will include ensuring that all staff members have performance objectives and are managed according to performance;
- To coordinate activities of the Administration and Finance staff and of all the field staff to ensure implementation and administration programme activities are harmonized;
- To build a strong staff team;
- To ensure strict adherence to, effective and transparent use of financial resources in line with internal RET and donor policies and procedures;
- To monitor budget expenditures and disbursements, and also review the financial data before submission to HQ in Geneva as well as provide quarterly projected expenditures;
- To gather and disseminate security information and implement appropriate security responses to crisis, in collaboration with established UN (primarily UNHCR) Security systems;
- To perform other duties as assigned by the Nairobi Regional Office and Geneva headquarters.
- To prepare bi-weekly SITREPS and ensure the effective flow of information between operations in Chad and the RET Nairobi Regional and Headquarter's offices in Geneva.
Requirements:
- At least five years experience of developing and managing emergency education programmes in the field;
- Excellent spoken and written skills in French and English languages; requisite solid drafting/reporting skills in French and English; knowledge of Arabic a plus;
- Proven record of financial management - including experience of proposal/budget writing and donor reporting, monitoring and evaluation, budgeting and performance management;
- Understanding of donor guidelines and regulations;
- Excellent communication, diplomacy and capacity-building skills;
- Ability to manage processes, focus on objectives and solutions;
- Excellent organisational skills including the ability to strategically prioritise and meet deadlines;
- Ability to work flexibly under difficult circumstances in an unstable and volatile region under restrictive security procedures;
- Experience in working and coordinating with other international and national NGOs, UN organisations, and government agencies;
- Experience in working with HF radios (CODAN), VHF radios, satellite telephone, fax and standard office equipment;
- PC proficiency, including Word processing (MS Word or equivalent) and spreadsheets (MS Excel or equivalent);
- To be familiar with and abide to the RET policies, which include adherence to the RET Code of Conduct, a modified and enhanced version of the Red Cross COS, to which the RET is a signatory. The RET considers the Code of Conduct a mandatory part of each employee contract.

Programme Specialist - Early Childhood, Operations (Washington, D.C.)

Responsibilities: The Program Specialist is the on-the-ground Save the Children (SC) staff member providing technical and management assistance to partners to ensure the effective coordination, implementation and monitoring of early childhood education programming. Under the supervision of the Associate Director of Partnership Management, and working as a team member within a regional office, the Program Specialist oversees the implementation of the integrated programming at approximately 5 to 7 partner sites. (The number of sites will vary by location and the levels of guidance and support required by the partners depending on their respective needs.)
Specific responsibilities include coordinating with the Associate Director of Partnership Management to identify new partner sites and conduct site assessments; guiding new partners through the start-up process of the two programs; providing training and technical assistance to partners to ensure high-quality programs; monitoring partner progress and performance to ensure that they are achieving program objectives; consulting with the Associate Director of Partnership Management and Regional Support Team (RST) members such as the Early Childhood Specialists, as needed, to resolve complex issues; and, ensuring compliance with subgrant terms and conditions.
The Program Specialist (Early Childhood, Operation) will be paired with a Program Specialist who focuses on literacy, nutrition and physical activity, and operations. Together, this 2-person Partnership Team works to ensure the effective and comprehensive implementation of an integrated pre-birth through elementary school programming model that includes early childhood development, literacy, and physical activity and nutrition components. As such, some of the roles and responsibilities will need to be divided among the 2-person teams, in coordination with the Associate Director of Partnership Management.
Requirements:
Requires College degree in early childhood education or related field including birth to three training and three years of relevant experience; Experience in working with or supporting professional/paraprofessional home visitors; Knowledge of early development with emphasis on infant/toddler development and early language and literacy; Strong interpersonal skills with demonstrated capacity as a team player and relationship builder; Demonstrated management and organizational skills related to program implementation; Experience developing and implementing training; Strong computer, written and oral communication skills; Willingness to travel extensively in the region and nationally; Ability to be flexible and adaptable to dynamic changes in the work environment; Proven experience working effectively in limited-resource communities.
