Background
The purpose of the SCC project is to establish a Social Contract Advisory, Monitoring and Coordination Center within the Information and Decision Support Center (IDSC) at the Prime Minister’s Office. The Social Contract Center will work closely with other IDSC units to provide first class policy advice and policy options, monitoring the implementation of the MDGs-based poverty action plan --as proposed in the EHDR2005 and adopted by the government as the national development plan,-- as well as coordinating with various stakeholders to define, develop and articulate a vision for a new social contract and a paradigm shift in state-citizen relationship, in Egypt, rooted in principles of democratic governance and modern concepts of citizenship.
The Governance team, within the Social Contract Centre is working on 4 major focus areas:
1) Development of a nationally-owned governance assessment framework for development in Egypt 
2) Conducting a Governance in Sectors assessment and data set
3) Consolidate a thorough Anti-corruption research agenda and action plan
4) Develop and implement a Local Governance Index in Egypt
Under the direct supervision of both the National Project Director and the SCC Governance consultant, and as a member of the Governance Team at SCC the incumbent will perform the following tasks:
• Participate in all activities related to the development of a nationally-owned governance assessment framework and indicators. 
• Participate with the Governance Team on developing, testing and rolling out of tools and methodologies in local governance and development to provide “how to” guidance and ensure standards; 
• Responsible for production of high quality governance-related research papers for presentation at national workshops and conferences.
• Taking a lead role in all governance research that has a special focus on education.
• Participate in monitoring progress and formulation of strategies towards the achievement of the Millennium Development Goals related to education; 
• Provides support on policy advocacy for the education Millennium Development Goals, Human Development and pro-poor and equitable economic growth by participating in relevant forums, conferences and trainings; 
Minimum Qualifications:
A University Degree in Political Science, Education, Law, or Public Administration.
Receiving a specialized training in the field of governance is preferable. 
Minimum of 5 years of professional experience. 
Solid writing and drafting skills. 
Good communication, analytical and negotiation skills 
Fluency in both written and spoken English and Arabic.
• Full proficiency in Microsoft applications including Word, Excel, Power Point, etc.
