Consultation on the focus of the second phase of the World Programme for Human Rights Education It summarizes contributions and views expressed by Governments, national human rights institutions, intergovernmental and regional organizations as well as NGOs on the possible focus, in terms of target sector or thematic area, of the second phase of the World Programme for Human Rights Education. These contributions were received between 3 June and 28 July 2009 in the context of a consultation conducted by the Office of the High Commissioner for Human Rights.

On 10 December 2004, the General Assembly of the United Nations proclaimed the World Programme for Human Rights Education (2005-ongoing) to advance the implementation of human rights education programmes in all sectors.

The World Conference on Human Rights in the Vienna Declaration and Programme of Action (in particular, para. 33 of Section I ) stated that human rights education, training and public information were essential for the promotion and achievement of stable and harmonious relations among communities and for fostering mutual understanding, tolerance and peace
